Richard Brooks is an experienced law enforcement officer who served as Chief of Police for the Parker Police Department from June 2016 to October 2022.3 Prior to that, he had a 31-year career with the Flower Mound Police Department.3 Brooks was born in Denton and worked his way up through the ranks in Flower Mound, starting when the department had only 12 sworn officers and growing with it to over 88 sworn officers and 150 total employees.1
