Rebecca Liao

Rebecca Liao is the Co-Founder and CEO of Saga, a protocol designed to launch the next 1000 chains in the multiverse, focusing on creating a developer-friendly environment in the Web3 space. Under her leadership, Saga aims to simplify the blockchain development process by allowing developers to deploy their applications on dedicated blockchains with optimized security structures.123

Before founding Saga in 2022, Liao was the Co-Founder, Advisor, and COO of Skuchain, a blockchain platform recognized as a World Economic Forum Tech Pioneer in 2019. Skuchain was noted for its significant impact on global trade, achieving over $5 billion in annual transaction volume.13 Liao has also served as an advisor to Sommelier Protocol, where she focuses on governance and regulatory compliance within decentralized autonomous organizations (DAOs) and is a Fellow at the Stanford Program in Law, Science and Technology.12

Liao's background includes substantial experience in foreign policy and business development. She was a member of President Biden's 2020 campaign, advising on technology and Asia economic policy, and previously worked with Secretary Clinton's campaign on similar issues.13 Her early career as an international corporate attorney at prestigious firms like Skadden Arps and Fenwick & West provided her with expertise in mergers, acquisitions, and corporate governance across various industries.23

In addition to her professional roles, Liao is a published writer and commentator on China and international affairs, contributing to major publications such as the New York Times and Financial Times.23 She holds degrees from Stanford University and Harvard Law School and is actively involved in various advisory and board positions, including with the Center for a New American Security and the Brookings Society.3
