Randy Miller has a professional background in municipal bond underwriting and life/health insurance underwriting. He is the inventor of the Health Insurance Revenue Bond® (HIRB®) program, a unique methodology for financing healthcare services to beneficiary populations. This innovative model challenges traditional healthcare financing practices, drawing from areas such as insurance finance, public policy, public finance, law, and more. The HIRB program has undergone thorough due diligence across actuarial, accounting, economics, fiscal/budget, law, and policy domains, receiving validation for its robustness and coherence.

The HIRB program, co-developed with Dr. Philip Romero, a finance professor and former Business Dean at the University of Oregon, as well as former Chief Economist for two California Governors, operates at the state government level. Miller and Romero provide advisory services to state governments for planning, organizing, constructing, operating, and maintaining this innovative health financing mechanism. They have crafted a model legislative bill specific to the HIRB program and an Implementation Guide to facilitate its adoption.
