Phil D. is a seasoned professional with 23 years of law enforcement experience, specializing in Use of Force Training and Security.
Throughout his career, Phil worked in various capacities in downtown Toronto, gaining extensive operational knowledge in Uniform Patrol, Covert Operations, and Specialized Multi-Jurisdictional Joint Task Force Units.
Phil collaborated with notable agencies such as The D.E.A, A.T.F, ICE, R.C.M.P, and O.P.P., and played a pivotal role as a founding member of the first Gun and Gang Task Force in Canada.
His strategic leadership and decision-making skills were honed as a Team Leader/Senior Undercover Operative in elite police units, handling tasks ranging from covert operations to undercover investigations.
As a Lead Use of Force Instructor at The Toronto Police Training Academy, Phil has trained over 5,000 members annually, covering topics like Plainclothes Survival Tactics, High-Risk Takedowns, De-escalation/Communication Training, and more.
He also designed and delivered Weapons Survival Training for Covert Operations Undercover Officer Training Courses, impacting hundreds of elite Undercover Operators.
Furthermore, Phil excels in major case management, having overseen various Organized Crime Joint Force Major Projects, including the execution of 100 warrants simultaneously across Southern Ontario by up to 1000 Officers.
His educational background includes a Bachelor of Arts in Criminal Justice/Safety Studies from the University of Guelph-Humber, studies in Psychology/Sociology at Carleton University, and Computer Systems Networking and Telecommunications courses at Niagara College.
