Patrick Spaven
Patrick Spaven is an independent consultant and practitioner specializing in monitoring, evaluation, and learning (MEL) with a keen focus on evaluability assessment and Theory of Change implementation in strategy and program planning.
With a rich academic background, Patrick holds a BA and MA in Social and Economic Geography from the University of Sussex, as well as a PhD in History from the University of Warwick. He is also a Chartered Member of the UK Institute of Personnel and Development.
Having served as a Visiting Fellow at Manchester University, Patrick has worked extensively in the realm of international development, particularly dedicated to evaluating and enhancing MEL systems in governments, organizations, grant funds, and programs. He thrives in complex program environments that demand adaptive methodologies, with a commendable track record spanning over 40 countries.
Patrick Spaven has held various pivotal roles in esteemed organizations, including Team Leader M&E and Learning at Strategic Partnerships for Higher Education Innovation and Reform (SPHEIR), Joint Team Leader overseeing the Development of MEL systems at EFInA, and Technical Lead for the Global MEL Partnership at the Conflict Stability and Security Fund, among numerous other progressive positions in renowned institutions such as CGAP, Itad, and the International Fund for Agricultural Development (IFAD). Additionally, his expertise has been sought after by reputable entities like United Nations Capital Development Fund (UNCDF), The MasterCard Foundation, and the World Bank CGAP.
His wealth of experience extends to roles such as Evaluator at Water Supply and Sanitation Collaborative Council, Senior Expert at the European Commission, and Trustee at Renewable World. Moreover, Patrick has served as the Global Head of Research and Evaluation at British Council, showcasing his proficiency in research, evaluation, and strategic planning.
