The  Sr MER Advisor  is responsible for supporting in the M&E of programmatic efforts including: review of project objectives, work plans, indicators, target  setting and other measurement tools .Manage the collaborative improvements approach in project supported districts to reinforce the peer review process through sharing lessons learned and best practices adopted to continuously bridge performance gaps. Oversee implementation of MCSP capacity building activities and ensure aligning to the project’s capacity building benchmarks. Ensure proper documentation of capacity building activities including trainings/workshops, supportive supervision, mentoring, site assessments and data quality improvement.  Coordinate all capacity-building activities in collaboration with other technical teams, implementing partners including MoH/HMIS and facility level staff. Oversee development of study databases, data entry and provide support for data analysis and interpretation as needed.  Advise technical teams on the relevant M&E systems based on needs, MoH requests and MCSP and USAID requirements and standards.  Lead the development of MCSP-M&E approaches and training packages to increase the capacity of MOH M&E officers on program M&E, DQA and other related capacity building needs. Ensure SOPs, protocols, guidelines for data management are followed. Supervise capacity building coordinators. Monitor and track improvements and progress towards program goals in collaboration with technical teams. Provide input for reports, journal articles, conference posters or presentations Ensure high-quality implementation, consistent with Rwandan national health guidelines, protocols, information and reporting systems as well as contribute to the development of MCSP annual action plans, budgets and reports and make presentations to relevant technical meetings, missions and partners as required

Senior MER advisor Capacity building 

The M&E Quality Improvement and Learning lead the in- country development and implementation of the project learning activities and quality improvement with the context of the Rwanda accreditation system and scale up of RMNCH high impact interventions. Supervise a team for project studies and learning activities.  
. Develop action-oriented learning agenda (implementation research, program evaluations) in collaboration with technical team members
. Ensure all learning and research activities follow Jhpiego standards including the protection of human subjects
•Manage study team including data collectors; to implement learning activities
•Ensure learning activities are implemented in a timely manner and according to protocol
•Oversee development of study databases and data entry into study or project data systems
•Prepare or oversee the study reports, journal articles, conference posters or presentations to disseminate the findings of the learning / research activities;
•Assist results reporting to USAID by providing written documentation on the learning agenda indicator results for progress and annual reports
•Ensure high-quality implementation consistent with Rwandan national health guidelines, protocols, information and reporting systems.
•Develop and test approaches for quality and performance improvement and/or human resources development according to the local context;Apply quality standards to ensure that health services meet accreditation program requirements, as well as meet client expectations;In collaboration with program staff and the M&E team, ensure that necessary quality improvement planning, budgeting and management activities occur to facilitate smooth and efficient program functioning,  Contribute to annual planning process, Monitor, analyze and synthesize MCSP’s contribution to the national achievement of EPMCD

Specific key responsibilities:Training and mentorship of M&E staff on data and documentation, reporting, DQAs, DD&IU and M&E work plans. Conducting joint data quality audits with central level M&E teams from either the MoH or RBC, district M&E officers and data at selected health facilities (HCs & DHs) as well as providing regular feedback on data quality to the concerned sites. Performing of routine HIS system data checks to ensure data accuracy, consistency, completeness, timeliness, and share findings with district M&E staff and define correction process. Conducting mentorship sessions to District Health Management Teams (DHMT), M&E staff and data staff on DD&IU & DQAs. Conduct field visits to designated districts (Administration & Hospital) to assess strengths, weaknesses, challenges, and opportunities within district M&E systems and identify areas that need technical support. Based on the areas of support identified, plan and implement capacity building interventions or support to the designated districts in collaboration with your supervisor. Liaise with districts, especially through the DHMTs, to determine how HIS data can be used to guide decision making and assess district performance. Participate in preparation, review, and submission of project reports to USAID. This includes data collection and cleaning and compilation and submission of this report to the USAID web-based reporting database. This also includes timely data analysis and dissemination to project staff and respective sites for informed quality improvement interventions. Monitor and evaluate various program indicators and track these over time to show trends of performance by indicator. Provide technical guidance to monitoring and evaluation coordinators to ensure smooth running of M&E activities at all levels. Support in planning and extending technical oversight to the team as well as identifying key areas that require support and /or  including capacity building.

The Monitoring and Evaluation (M&E) Coordinator is responsible for supporting the M&E team in monitoring and evaluation of programmatic efforts including review of project objectives, work plans, indicators, and other measurement tools. The M&E Coordinator  will also lead project efforts to build capacity of local counterparts in their respective districts to strengthen their understanding and application of monitoring and evaluation methods and principles.

Main activities: Assist in the design and implementation of a data collection and management system for project team.  Essential functions include
 Assist with establishing monitoring and evaluation system using EDC M&E Toolkit; Contribute to the implementation of project’s M&E plan; Coordinate and assist monitoring and evaluation data collection activities, including logistics of form distribution and collection; Coordinate and assist data processing, including data transfer, entry, verification and cleaning; File forms according to compliance protocols; Coordinate internal communication on M&E progress and results; Coordinate temporary M&E staff or consultants (i.e. data entry, etc.); Assist with M&E database management; Provide other support to M&E team as needed; Other functions as needed.

Main activities and responsibilities: Conduct quality control on paper patient forms to make sure the information is complete and can be clearly understood. Return the paper forms to physicians and nurses when form data is incomplete or unclear. Enter patient data from complete patient paper forms into an electronic data management system on a computer. Conduct electronic data management activities, such as data editing, generation of quality control and progress reports, and generation of daily and monthly clinical management reports. Electronic retrieval of study documents for sharing with the  team of ART service staff.S upport data entry, cleaning, analysis and use at health facilities. Provide technical assistant to hospital support health Center to help with Data management reporting and filing system. Support health facilities staff to complete, maintain and use pré ARV and ARV register and other M&E tools. Conduct regular check on data quality. Prepare relevant report for ICAP , Camerwa , TRAC and MOH. Ensure current data entry and data quality and accuracy.
