Lilly Whalen

Lilly Whalen is a highly educated and experienced professional in the planning and community development field. She holds a Master of Science in City/Urban, Community and Regional Planning from California Polytechnic State University-San Luis Obispo as well as a Bachelor of Science in Environmental Science from the University of California, Berkeley.

Whalen has a wealth of experience in local government, having served as Community Development Director and previously as City Clerk/Assistant City Manager at the City of Sausalito, where she was responsible for overseeing planning and community development activities. She has also held roles as a Senior Administrative Analyst, Associate Planner and Assistant Planner for the City, as well as a Planning Intern for the City of Pismo Beach. Furthermore, Whalen has also taught courses at UC Berkeley Extension.

Her expertise includes community planning, zoning, land use regulations, environmental sustainability, and urban development. As an accomplished community development professional, she has a strong background in project management, public engagement, strategic planning, and policy development.
