Lev Chao

Lev Chao is a Policy Analyst at the RAND Corporation specializing in China-oriented research.

Chao previously served as the Team Lead for Impact & Evaluation at the Defending Digital Democracy Project (D3P) at Harvard's Belfer Center, assessing the effects of training on election staff practices and US election systems resilience.

He holds a master's degree from Harvard University's Graduate School of Arts and Sciences in Regional Studies - East Asia, with a research focus on authoritarian information control and manipulation strategies.

Chao's research interests include information warfare, governmental censorship, propaganda and influence campaigns, and citizen responses to information operations.

In addition to his policy work, Chao has expertise in test prep instruction and college application consulting, particularly in SAT, ACT, GRE, and English-language literacy.

He pursued a Bachelor of Arts in Chinese Language and Literature from Reed College and completed language studies at Capital Normal University and Princeton-in-Beijing.
