Bulk Electric System Reliability Operations Consultant

Manage (Local) Balancing Authority emergency operations planning, training, and documentation.

* Coordinate company participation in annual MISO Power System Restoration Drill.

* Conduct annual corporate exercise of rotating outage plan.

* Assess compliance for self-certification to RFC for NERC EOP standards.

* Annual review and updates of Capacity and Energy Emergency Procedure, Rotating Outage Plan, and Black Start and System Restoration Plan to follow and synchronize with MISO and American Transmission Company (ATC) procedures.

* Participate in IT review of CIP assets.

* Maintain Reliability Standard Audit Worksheets (RSAWs:  EOP-001, EOP-002, EOP-003, and EOP-005) for compliance assurance, and audit readiness.

LBA Reliable Operations support activities:

* Analysis of emergency information flow during a BES system event.

* Designed an enhancement for improving communications using existing operations communications tools.

Project Manager - Bulk Electric System Emergency Operations

Manage (Local) Balancing Authority interconnection metering requirements to ensure reliable operations and compliance to NERC standards.  

* Estimate project complexity and time requirements, monitor progress, coordinate and communicate changes across multiple departments and companies.

* Negotiate physical location of metering with counter-parties to maximize SCADA redundancy and minimize maintenance and on-going costs.

* Distribute interconnection project information including physical and electrical location, contacts, contracts, required (Local) Balancing Authority metering equipment, & cost responsibilities.

* Oversight and support of projects from conception through implementation to meet or beat in-service dates.

* Specify data usage for operations, energy settlements, and data retention sourced from EMS SCADA.

* Administer updates or creation of supporting Local Balancing Authority agreements to formalize responsibilities for safe, reliable operations in conjunction with  NERC standards requirements.

General Support of (Local) Balancing Authority 24x7 Reliability Operations

* Provide information and documentation on new or modified BA interconnections.

* Coordinate energy checkout process and implementation between LBA and counter-party.

* Participant in project team to investigate and implement OSI PI for EMS SCADA data analysis and presentation.

* Specified load calculation changes for energy accounting.

* Support of Balancing Authority Bulk Electric System reliable operations with the unbundling of generation, transmission, and distribution services; transition to Local Balancing Authority operations with the implementation of the MISO Day 3 market.

Project Manager - (Local) Balancing Authority Interconnection Metering

Technical IT system support of the Energy Management System (EMS) and server components.

Managed upgrade of the EMS operating system and application software from Open VMS to Microsoft NT to support the vendor (ALSTOM/ESCA) HABITAT migration.
