Contributed to USAID’s organizational transformation, relationships with partners and peer agencies, and implementation of new initiatives and programs.  Highlights: -	Convened the leaders of offices from multiple bureaus and built consensus for establishing the Local, Faith and Transformative Partnerships Hub (LFT Hub), a new unit designed to grow existing or establish new USAID partnerships with local nonprofits, minority-serving institutions, faith-based organizations, philanthropies, foundations, and volunteer service organizations-	Served as the US government’s sole representative on the board of the Global Innovation Fund (GIF), a leading impact investing fund established by governments and philanthropies to improve the lives of the world’s poor through evidence-based innovation.  Improved GIF’s engagement with USAID, helped to ensure GIF’s good stewardship of US taxpayer funds, and strengthened USAID’s relationships with peer donor agencies-	Co-chaired the development and rollout of USAID’s first Employment Framework, a new resource enabling USAID staff and partners alike to take a consistent approach toward creating better jobs, better opportunities, and more inclusive development in program countries.  The team of development experts engaged in this year-long effort received USAID’s Superior Honor Group Award (2019)-	Managed USAID's Volunteers for International Security and Prosperity Annual Program Statement (VISP APS), a procurement mechanism for involving professionals as volunteers in international development.  Convened USAID staff and leadership of a consortium of companies to design a project in which highly skilled employees serve as volunteer consultants to advance USAID development objectives in the energy sector-	Honored to serve alongside colleagues on a 45-day detail to USAID’s COVID-19 Task Force to facilitate donations of lifesaving US-made ventilators to multiple recipient countries

Directed the volunteer-service related activities of a leading international development nonprofit responsible for successfully implementing a longstanding US government program as well as a prominent multinational company’s corporate volunteer program.  Highlights:-	Managed team of professionals that mobilized skilled professionals for several hundred volunteer assignments in support of the Farmer-to-Farmer program administered by USAID and funded through the US Department of Agriculture (USDA).  Volunteers were recruited from large and small businesses as well as universities for agriculture-focused assignments in the regions of West Africa (WA), and Europe, Caucasus, and Central Asia (ECCA) -	Led implementation of a corporate volunteer program on behalf of a privately held food processing company.  Supervised team of professionals that recruited and placed more than one hundred employees from around the world in skills-building international volunteer assignments -	Created an innovative international volunteer program for a professional society of human resources designed to provide career advancing field-based opportunities in international development for human resources professionals and their professional colleagues

Managed several significant USAID projects while under contract to various consulting firms.  These projects fully utilized previous USAID and management consulting experience.  Highlights:-	Conducted reviews of humanitarian agencies and multilateral development banks having ties to USAID upon request of USAID’s Office of General Counsel (GC)-	Served as USAID coordinator of the 2011 OECD/DAC Peer Review of the United States, a year-long project that addressed the effectiveness of the US foreign assistance program as delivered by more than twenty federal agencies.  Led team that received USAID’s Superior Honor Group Award (2011)-	Managed relationships and dialogue with multiple European embassies in support of donor engagement and coordination efforts by USAID’s Bureau for Policy, Planning and Learning (PPL)

Founded a consulting firm to advise nonprofits, associations and companies on building or strengthening global volunteer programs, public-private partnerships, and corporate social responsibility (CSR) efforts.  Highlights:-	Collaborated with executive branch officials, congressional staff, and volunteer service community leaders to ensure Volunteers for Prosperity (for which I had served as founding director) became law under the Edward M. Kennedy Serve America Act of 2009-	Counseled an international health nonprofit on raising its profile with US government and multilateral agencies and advised a faith-based organization on efforts to partner with USAID

International Volunteer Ventures, LLC (INVOLVE)

Principal

Served as founding director of Volunteers for Prosperity (VFP), a White House national service initiative promoting international volunteering by skilled American professionals, created by President George W. Bush in response to the terrorist attacks of September 11, 2001. Under my leadership, VFP proved highly impactful and gained the volunteer service community’s support for enactment into law under the Edward M. Kennedy Serve America Act of 2009. Highlights:-	Detailed to the White House and engaged senior officials of USAID (the host agency), and the Departments of Commerce, Health and Human Services (HHS), and State to gain support for VFP-	Directed the recruitment and participation of 300 leading US nonprofits and companies as initiative partners and facilitated the mobilization of roughly 120,000 skilled American professionals, including doctors, nurses, teachers, engineers, and businesspeople-	Created the Volunteers for Prosperity Service Incentive Fund (VFPServ), an innovative public-private partnership that enabled more than 100 American professionals to meet the full costs of their volunteer assignments by having them match available federal resources with contributions sourced from “family and friends.” Notably, VFPServ was included in the enacted law

Introduced companies and nonprofits to USAID’s Global Development Alliance (GDA), a new program for building public-private partnerships. Highlights:-	Established GDA’s first partnerships in information and communications technology, financial services, and healthcare-	Participated in the first GDA “field trainings” of USAID staff in Guatemala, Haiti, and Hungary
