Her positions have included Team Lead in Outbreak Response and Biodefense, Acting Deputy Director, Senior Advisor to the Special Coordinator for Ebola Response, and Environment, Science, Technology, and Health Officer at the U.S. Embassy in Hanoi.

Prior to her roles at the State Department, Gwen Tobert served as a Strategic Risk Specialist and Presidential Management Fellow at the U.S. Department of Homeland Security, demonstrating her versatility and proficiency in strategic risk management.
