Earle Hartling

Earle Hartling is a dedicated professional with a strong background in water recycling, focusing on various aspects such as planning, feasibility, regulatory approval, legislation, contracts, report production, and site supervisor training.

Having taken over the Sanitation Districts' water recycling program in 1981, he has significantly expanded the program, increasing reuse sites from 11 to over 900, and boosting recycled water usage from 35,000 acre-feet to over 100,000 annually.

Under his leadership, the revenue generated by the program has grown to nearly $10 million per year, with a cost recovery surpassing $1.6 million annually.

Earle Hartling holds a Master of Science and Engineering in Environmental Engineering as well as a Bachelor of Science in Environmental Biology, both from Loyola Marymount University.

He has held key positions in various organizations, serving as the President of Local 18 at the American Federation of State, County, and Municipal Employees, as well as working as the Water Recycling Coordinator and Project Engineer at Los Angeles County Sanitation Districts.
