As the senior manager of the Division of Development Services in the Department of Planning and Development, I oversee all project review, permitting, zoning, and code enforcement personnel and operations. I work to both develop and implement programs and policies to enhance code enforcement practices, streamline economic development permitting, enhance customer service for project applicants and interested members of the public, administer and author land-use, building, conservation, housing, sanitary, and historic regulations and policies consistent with the City of Lowell Comprehensive Master Plan and various topical and neighborhood plans.

Research and draft City ordinances, policies, and legal opinions. Advise various City boards regarding application and interpretation of both the Open Meeting Law and State Ethics Law. Represent City in court and before quasi-judicial and administrative agencies of government in matters involving zoning, eminent domain, civil rights, tort claims, enforcement actions, contract actions, construction law, employment discrimination, public records, gun license appeals, and Civil Service appeals. Draft and argue procedural and dispositive motions in all levels of the trial court.

Acted as defense counsel in multiple jury-waived trials in both District and Superior Court. Drafted and argued both procedural and dispositive motions in all levels of the trial court. Reviewed comprehensive permit applications, from initial hearing phase, to hearings before the Housing Appeals Committee, through certiorari appeals to Superior Court.  Researched and drafted internal memoranda on municipal, land use, zoning and environmental law issues. Drafted complaints, prepared requests for findings of fact and rulings of law, and drafted and prepared appeal briefs for both the Appeals Court and the Appellate Division of the District Court.  Researched and drafted legal opinions for clients on a full range of municipal issues.  Additional responsibilities included reviewing discovery records, responding to discovery requests, and attending municipal board meetings in role as Town Counsel.
