Phillip Noblett is an accomplished Deputy City Attorney with a rich background in government administration and a strong focus on municipal litigation issues for the City of Chattanooga.

With a J.D. from Samford University, Cumberland School of Law, Phillip's expertise includes trials, civil litigation, zoning, and mediation among other legal aspects.

Phillip Noblett served as the Past President of the Chattanooga Bar Association and Tennessee Municipal Attorneys Association, showcasing his leadership and commitment to the legal profession.

Having extensive experience representing the Town of Signal Mountain and previously serving as City Attorney, Phillip possesses in-depth knowledge of City Departments, Boards, and Commissions accumulated over 35 years.

His skill set ranges from handling Police and Fire Litigation to managing complex financial matters involving bonds, Tax Increment Financing, and PILOT agreements for various boards in Tennessee.
