Developing a roadmap and efficiency vision that informs and provides guidance for investment, policy, program alignment, and operational decisions based on the BPMN and LEAN products.

Conducting efficiency reviews of all I&E programs and processes, ensuring that programs are delivered in the most efficient way possible and resources are allocated effectively.

Collaborating with regional operations and relevant program management areas to conduct LEAN studies of I&E programs to identify process efficiency gaps, and opportunities for the Branch to increase value of current programs. 

Defining and documenting operational and efficiency gaps.

Crafting and tracking efficiency project proposals to advance CBSA Renewal and the I&E modernization agenda.

Monitoring the current environment, current state problems and issues affecting the I&E community and the implementation of efficiency and modernization solutions and their progress.

Leading the onboarding of identified agile IT and non-IT-led solutions supporting functional management, performance measurement and case management. 

Moving approved efficiency and modernization solutions assigned to the EBIU from the concept to project state, including the consideration of options, funding, identification of tasks and resources, risks involved, and stakeholder engagement.

Manager, Efficiency and Business Improvement, Intelligence and Enforcement Branch

Leading the development of I&E performance objectives, which includes liaising with other Branches, the regions and other CBSA stakeholders; 

Establishing and managing the I&E performance measurement framework and reporting on performance results;

Assessing program performance and working with program managers on the development of strategies for mitigating performance gaps; assessing performance indicators and updating the reporting framework accordingly; 

Developing relationships with performance measurement units with other government departments and agencies and with the Border 5 and Heads of Intelligence; 

Providing strategic guidance to the Branch on corporate planning and reporting;

Leading the development of I&E input into corporate planning documents including, but not limited to, the Agency Performance Summary, Departmental Plan, Departmental Results Report, Performance Management Framework, Program Activity Architecture (PAA), Program Integrity, and the CBSA-CIC Joint Performance Report;

Coordinating the development of the I&E submission for inclusion in the CBSA Integrated Business Plan (IBP);  

Strategic planning and the coordination of priority setting activities in support of the program integrity agenda and various other corporate and functional priorities and frameworks such as the Joint Enforcement and Intelligence Priorities initiative with IRCC; 

Coordinates the development of and tracks the progress achieved against the E&I Program Integrity priorities, audits and evaluations; 

Completing the Branch program risk profiles while working with the program offices of primary interest (OPI);

Supporting risk management activities across the rest of the Agency;

Developing Performance Measurements for Senior Management’s PMA in collaboration with OPI’s and report against progress;

Ensuring secretariat services for Branch-level governance committees, such as the Functional Management Table are provided.

Responsible for effective coordination of intelligence and enforcement information management and business requirements, both current and emerging, with internal and external partners.

Development of new EDI messages using international message standards (EDIFACT/ANSI)

Preparation and presentation of position papers, briefing notes, reports, consultation documents and presentation materials for internal and external audiences, including senior management, OPI(s), OGD/A’s, working groups and community association meetings, to ensure systems enhancements meet their needs and to promote CBSA objectives
