Accountable for the delivery of IT and Digital services for the University of Manchester.  Since joining in 2016 we have embarked on a significant journey of transformation to create a set of capabilities that will support the university strategy over the next 5 years.

We have put in place strategic partnerships through an innovative hybrid delivery framework to help us to deliver our Student Experience Programme, a transformative software defined and adaptive network service and a contemporary End User Compute capability.

We have set up an innovation capability to enable us to exploit Robotics, AI and chatbots to deliver services to students and staff and have created a new Analytics capability to serve the information needs of the University.  All of this is underpinned by a Target Operating Model for IT that is based on industry standard capabilities (IT4IT) with a focus on delivering digital services for the future through an agile, product based model.

We have also significantly progressed our journey to the cloud - student experience, student services, Data Lake, and research capabilities are all running in Azure and AWS.

Accountable for the leadership and delivery of all IT strategy, change and delivery services for the University of Manchester.

I am delighted to be joining at such an important time in the formulation and delivery of plans in support of the University's 2020 vision and strategy - and look forwards to working with and supporting the team over the coming years.

Director of IT

Accountable for end to end leadership and delivery of IT and Change Services for the personal lines insurance business of RSA in the UK.  Additionally accountable for the IT Strategy, Architecture and change delivery across the whole of the UK business.

I have now concluded this interim assignment after more than one and a half years working as part of the Personal Lines Board and with the change function across the RSA UK business.  I am pleased to be leaving the IS function ready for the changes ahead.

We reviewed the IS strategy, architecture and underlying service and change delivery capability and made some important improvements during both 2014 and 2015
- improving the underlying service delivery capability and function, strengthening the team capabilities and building for the future by investing in the development of a new SIAM model
- this helped us to deliver year on year live service improvement for 2014 and 2015 - critical to the ongoing business services we provide to our customers
- defining the IS strategy, architecture and business capability requirements for the future RSA UK insurance business
- which in turn underpinned the strategic assessment of multiple options for a new component based architecture for our UK business - reaching the key decision point in late 2015
- restructuring the operating model for IS and Change to improve our change delivery capability - which delivered multi-million pound value for our PL business in 2014 and 2015
- focusing on moving to an Agile delivery model for change across digital and business intelligence projects - which delivered business value in customer conversion and retention, plus improved pricing capability from data insights
- recruiting architecture and change expertise in response to the capability review

The feedback from both business and IS colleagues has shown significant improvement in the Business/IS engagement for the PL business over the last 18 months - I am sure this will continue.

I concluded this assignment as Interim CIO with Help for Heroes at the end of 2013. A great organisation with great people and a cause to believe in.

I worked with their executive team:

- to review and transform their approach to exploiting technology in support of their core activity
- to develop a strategy and roadmap for exploiting digital service delivery
- to improve the engagement model between IT and business to deliver business value and use IT as an enabler for their future business and supporter management strategy. 

During the year we revitalised the relationship between IT and the business; strengthening the core team; improving the supplier base; improving service and project delivery; and overall improved the confidence and trust in IT. 

We delivered a new retail and warehouse management system, a robust and resilient digital service for engaging supporters; restructured the delivery of the core CRM capability; and agreed the business and IT strategy with the Trustees. I also recruited some key individuals including a new, permanent CTO and Head of IT to continue the journey underway.

Help for Heroes

Interim CIO

Programme Director for the design and build phases for the Universal Credit Programme as it ramped up its capability, capacity and engagement with external stakeholders.  Led a team of Directors to deliver Digital Service Design, Solution Delivery, initial pathfinder shape and the interim projects to pilot and test aspects of the policy.  Designed to replace 6 current out of work and in work credits, simplify significantly the benefits and credits structure and ensure that work always pays more than being on benefits.  Concluded this period with the successful handover for operational delivery following successful delivery of design and build.

Department for Work and Pensions (DWP)

Programme Director Universal Credit

Accountable for day to day running and direction of DWP IT organisation - reporting to the DWP CIO and UK Government CIO.  

Led and implemented a large scale Organisation Design Review of the IT function while providing day to day leadership during a challenging period of corporate change - and significant external change during and beyond the 2010 election.  Delivered a streamlined capability (40% improvement) for the department that underpinned part of the departments corporate efficiency challenge.  

Concluded the competitive outsourcing of Application Development and Maintenance services for DWP, saving a significant element of recurring annual expenditure - as well as delivering improved delivery capability for projects and programmes of change.

Deputy CIO

Accountable for all IT project and programme delivery for DWP through a retained organisation of over 800 people - brought together from 4 separate Application Service Organisations as part of a strategy to create a single, shared service Application Delivery Centre.  

Structured and selected a new senior management team to jointly deliver a restructured organisation and supporting outsourced arrangements delivering multi-year multi-million benefits and improving overall applications delivery capability.  We introduced skills pooling, professional skill management, flexible deployment, requirements tooling, team collaboration tooling and testing tooling - this helped to deliver over 50% efficiency over time.

Delivered several multi-million pound projects and programmes during this period including:  

Employment Support Allowance for over 40,000 users and 2.5M customers
Department wide Internet Protocol Contact Centre for over 25,000 agents 
Pension Reform delivering for 20,000 users and 6M plus customers 
The DWP Change Programme - which delivered over £500M value 
A Central Payment System to service all payment recipients from DWP (over 20M people), 
A Single customer view - enabling digital enquiry and update for customers 
Plus 200 releases per annum of change and upgrade.
