As General Manager Health, Safety, Environment and Risk, I am responsible for strategy development and implementation across the 14 primary C3 New Zealand sites. As part of the Senior Management Team the role promotes the step change required to achieve excellence in safety performance and challenges the business to be industry-leading. The role looks to drive an improvement in safety and risk culture, to ultimately enable the safe and sustainable growth of the business in a high-risk environment. Managing a team of HSER professionals that partner with the business, the role also requires coaching, mentoring and negotiating skills that go with people management. As a leading stevedoring, forestry and logistics company within New Zealand, I also represent C3 at industry forums; raising awareness, shaping policy and improving industry expectations for HSER performance.

Strategic delivery of HSE initiatives to four operational Vice Presidents within the company to promote world class safety performance and legal compliance.

Development and implementation of HSE management systems, documentation, tools and key communication pieces.

Managing a team of 20 HSE professionals servicing the Queensland operations of Aurizon. 

HSE coaching, guidance and assistance of operational managers to maintain compliance and safety best practice.

Development and coordination of internal HSE assurance activities (audits, inspections etc), and participation in external assurance activities to ensure compliance and continual improvement.

HSE interface between external parties (contractors, unions, regulators) and Aurizon. 

Management of the national Resilience portfolio: security, crisis and emergency management, business continuity risk.

Management of national Workers Compensation portfolio - covering five state jurisdictions, including self insurance in Queensland. 

HSE performance reporting and analysis to key stakeholders internally.

Manager HSE Qld

Conducting a thorough review of the current safeworking framework within Aurizon, for working in and around the track safely, and proposing a series of recommendations for improved safety performance. The project required extensive research into Aurizon's current practice, industry best practice, technological and engineering safeworking controls, and legislative and industrial restrictions / considerations for implementation. A proposal was then developed, in consultation with key stakeholders and subject matter experts, to revise Aurizon's current safeworking system to improve safety through simplifying systems and documentation, introducing higher level controls for safety risks, and implementing strategies for overall improvement of safety culture. The proposal detailed over 30 recommendations in three primary areas of: documentation within the assfety management system; technological / engineering controls; and Safety Culture / HR considerations. This holistic approach, when implemented, will have a significant impact on safeworking understanding and performance within Aurizon.

Project Manager - Safeworking Framework Review

Coordinating and executing a rationalisation process to transition from 16 accreditations to 5, and reducing 11 Safety Management Systems to 3. 

Liaison with regulators and executives to enable business efficiencies through simplification of Aurizon's accreditation and Safety management System structures.

Overview of the AS4801 re-accreditation process throughout the enterprise, through coordinated assurance activities.

Review of key customer-facing documents, such as Safety Interface Agreements and associated Risk Assessments, to ensure legal compliance and beneficial arrangements for Aurizon.

Refinement and implementation of the business resilience portfolio: crisis management, security and business continuity.

HSE Systems Manager

Maintaining self-insurance status through the establishment of governance and assurance activities. 

Managing a team of four claims managers, to oversee the enterprise workers compensation portfolio across five jurisdictions. 

Working closely with insurers and brokers to establish review processes that drive management accountability for return to work outcomes and reduced premiums.

Analysing and reporting on performance trends to the Executive level, whilst making strategic recommendations for better value premium engagements.

Implementing a disciplined case management approach to settling and closing common law claims, reducing the Bank Guarantee (withheld liability) by $8m, and reducing the average duration of claims by 27%.

Workers Compensation Manager

Provide governance and assurance for the safety and health accreditation and investigations regime of the enterprise, to ensure compliance with applicable legislation of state and federal jurisdictions.

Critical deliverables:
1. To manage the accreditation and investigations teams (6 direct reports) to ensure delivery of accreditation and investigation services and expertise, ensuring compliance with the relevant legislation.
2. To manage accreditation and investigation governance documentation for the enterprise to ensure continual improvement and legislative compliance.
3. To provide reporting both internally and externally, as required, for the performance of accreditation and investigation aspects.
4. To provide expertise and governance to internal stakeholders for accreditation and investigation topics.

BAU activities include liaison with state and national regulating authorities, coordination and management of the HSE audit program, management / advice on all incident investigations, reporting on accreditation/investigation results and continual systems improvement for investigations and accreditation activities.

HSE Investigations and Accreditation Manager

Development, implementation and management of Health and Fitness For Work programs and initiatives at a corporate level, including: drug and alcohol management, fatigue management, national health standards compliance, vaccination programs, health and wellbeing and occupational hygiene issues. Duties include management of eight direct reports, internal auditing, risk assessments, external service provider engagement and management, representation of the company and rail industry at safety forums, and policy review and improvement for health programs.

Performing injury management, OHS consultation and mentoring for junior staff in the area. Including worksite risk assessments, case management, functional capacity evaluations and ergonomic and manual handling training. Performed under Victorian Workers Compensation and Comcare schemes.
