The President is responsible for the overall management of $130M assets owned and operated by the Mobile Airport Authority.  Assets include the  Mobile Regional Airport, Mobile Downtown Airport Mobile Aeroplex at Brookley and St. Elmo Airport.  These facilities provides and overall economic benefit of $2B to the region.  Mobile Regional Airport (MOB) is home to 4 Airlines serving 5 destinations and Airbus Defense and Space. Mobile Downtown Airport (BFM) is home to Frontier Airlines who provides direct commercial service to the cities of Chicago and Denver. BFM is also home to Airbus Engineering, Airbus A320 Final Assembly Line (FAL) in North America and future home to the A220 FAL through partnership with Bombardier.  Once completed, Mobile will become the fourth largest city for aircraft assembly in the world. BFM is also the location of VTMAE, an MRO with special expertise in modifications and engineering services. They occupy more than 900,000 square feet of MRO area and employ 1,200 personnel.  Last, Mobile Aeroplex is home to Continental Motors factory which manufactures 200, 300, 400 and 500 series engines.  They employ approximately 400 employees and recently completed construction on a $75M new facility.

The Director of Aviation is responsible for managing the Aviation Division's proposed "Vision 2020" with five strategic cornerstones to include building a high performance organization expanding for the future preserving the Airports financial health, building stronger relationships with the community, enhancing and delivering outstanding customer service and providing overall direction and guidance for the Airport staff. Responsibilities include: monitoring and responding to federal, state, and local regulatory requirements; meeting and exceeding passenger service demands and expectations through air service development; media and community relations; strategic planning; and providing safe and efficient airport operations.

Commercial Development Division manages commercial tenants for the Aviation Division to include lease management and tenant compliance/customer service, ACDBE programming of the following commercial lines of business: concessions (food and beverage, news and gifts, rental car, specialty retail, personal services, baggage services, advertising, banking, parking management, art and music programs).

Finance and Administration Division manages and provides financial management at all levels of the Aviation Division. Responsibilities include but not limited to: accounting: human resources management; procurement and risk management review; organizational development and training; and internal audit.

Operations, Security, Information Technology Division manages the oversight and regulatory relationships, as well as operations, security, and information technology for the Aviation Division. Responsibilities include: managing aeronautical revenue streams (general aviation, cargo, commercial and Fixed Based Operators FBO's); FAA, TSA, FBI, DOHS regulatory compliance; landside and airside operations; training and safety compliance; expanded Communication Command Control Center (C4); police and fire rescue; and all other airfield miscellaneous agencies.

Tallahassee Airport

Director of Aviation

Manage airport operations and personnel for three general aviation airports (Marco Island Executive Airport, Immokalee Regional Airport and Everglades City Airpark) that provide more than $30 million in economic impact to Collier County, Florida.  I directly report to the Collier County Authority (CCAA), which consist of a five (5) member board.  I consult with a seven (7) member appointed Advisory Board.

Directed the $6 million expansion for the new taxiway and apron expansion project at the Marco Island Executive Airport.  The project allowed for the build of the first ever taxiway to accompany the 5,000 foot runway which increase capacity and enhance safety; recognized by FDOT as “General Aviation Project of the Year 2012”

Directed the Marco Island Executive Airport $800K parking lot relocation and apron expansion project.  This project allowed for increased vehicle parking and created more than 42,000 square feet of additional aircraft parking.

Implemented a new rates and charges fee structure which included establishing landing fees at Marco Island Executive Airport.  This fee structure is estimated to produce more than $25,000 in new revenue which can be used to enhance airport infrastructure.

Negotiated with Enterprise Car Rental to expand their presence to Immokalee Regional Airport and Everglades City Airpark; first car rental agency in either community. 


Recruited and directed the construction of a new Jet Testing Facility at the Immokalee Regional Airport.  The facility is forecasted to test 2 jet engines per month using 3,000 gallons of jet fuel per hour increasing jet fuel sales by more than 50%; $100,000 fiscal impact within the first year of operation.

Oversaw the airports environmental program working with Florida Department of Environmental Protection, Southwest Florida Water Management District and Fish and Wildlife to obtain permits for airport expansion projects.

Collier County Airport Authority

Manage airport operations and personnel at Chicago’s Third Airport.  I directly reported to the Gary Chicago Airport Authority (GCIA), which consists of a seven (7) member board.  In addition, I report to the Chicago Gary Regional Airport Authority, which consists of twelve (12) members with appointments from both the State of Indiana and Illinois.
	
Airport Expansion:  Directed the $100 million expansion of the primary runway resulting in a 1,900-foot extension, which involved negotiations with four (4) Class 1 major railroads.  Worked directly with City officials to resurrect a dormant Foreign Trade Zone (FTZ) to enhance air cargo operations and expanded the existing FTZ footprint by 33%.

Supervised the $16 million burial of 345K high voltage aerial power lines and relocation of a Northern Indiana Public Service Company (NIPSCO) substation that allow for improved runway operating clearances.

Airport Master Planning and EIS: Managed the Master Plan, Airport Layout Plan updates and implemented the Environmental Impact Statement (EIS) for the GCIA.

Airport Business and Strategic Plan: Directed the GCIA Business and Strategic Plan to provide the blueprint for incremental growth and financial projections for implementation.  Responsibilities included liaison with public and private stakeholders in Indiana, Illinois, Washington D.C. Officials and Chicago’s Mayor’s office.

Gary Chicago International Airport

Managed the design of Terminal Instrument Procedures (TERPS) in the United States and International countries in accordance with International Civil Aviation Organization (ICAO) Pans Ops and U.S.Terps criteria

Airspace Design: Managed and designed the airspace for Turks and Caicos Island to include realignment of the airway system and design of six (6) RNAV (GPS) procedures.  Coordinated with FAA, National Aeronautical Charting Office (NACO) and National Flight Data Center (NFDC) to publish and certify procedures.  Authored technical reports for several airports

Fort Lauderdale International Airport:  Project manager for airport expansion. 
I used FAA Instrument Approach Procedure Automation (IAPA) to evaluate obstacle clearance surfaces for runway extension.  This information was provided to government and county commissioners to determine least impact to local community while increasing airport operations.

Gary Chicago International Airport:  Project manager for airport expansion.  I 
traveled to FAA regional offices, Air Traffic Control Center (ARTCC) and Terminal Radar Control (TRACON) to develop Required Navigation Performance Procedures (RNP).  GCIA is one of only 30 airports in the U.S. that has this published procedure.  I also authored a Letter of Agreement between the FAA, Southeast Airlines and EJ&E railroad outlining an equivalent level of safety to start commercial air service.  LOA addressed interim procedures to establish lighting and minimum pole heights to ensure obstacles off the departure end of the runway were easily identified.

Boeing Field Airport:  Project manager for procedure design.  I worked with the FAA, County and local officials to design a procedure that would reduce airport noise for landing aircraft.  Final report allowed city officials to determine next steps and to implement initiatives to provide a higher level of public satisfaction.
