He has a strong background in operations engineering and global HES (Health, Environment, and Safety) management, coupled with leadership experience in international joint ventures, engineering studies, and technology development programs.

William excels in mentoring and developing technical talent, facilitating teams, and effectively communicating with various stakeholders, including management, staff, government entities, and public audiences.

He holds a Master's Degree in Chemical Engineering from the Massachusetts Institute of Technology and a Bachelor's Degree in Chemistry and Engineering Sciences (double major) from Dartmouth College, graduating Magna Cum Laude and a member of Phi Beta Kappa.

His expertise spans across technology development, operations engineering, site management, commissioning and startup processes, facilities engineering, environmental safety, and health management in the petroleum industry.
