    Wen Zhou is a highly accomplished individual with a strong academic background and extensive experience in various legal roles. She holds a Doctorate in International Law from Peking University, a Master's Degree in Law from Université Panthéon Sorbonne in Paris, a Post-graduate Certificate in International Human Rights Law from Lund University, and a Bachelor's Degree in Law from Peking University.

    She has held significant positions at the International Committee of the Red Cross (ICRC), where she served as the Head of the Legal Department, Legal Adviser in the Arms Unit, Legal Adviser, and Cooperation Programme Manager.
