Emergency Preparedness Specialist at North Central Texas Council of Governments

Tonda Henry is a highly experienced professional with a background in emergency planning and disaster response/recovery operations, with over 13 years of dedicated service in this field.

In the role of Training and Exercise Coordinator at the North Central Texas Council of Governments (NCTCOG), Tonda is responsible for overseeing public safety training and exercise requirements across sixteen counties in the Dallas-Fort Worth-Arlington Metroplex.

Her responsibilities include developing Homeland Security Exercise and Evaluation Program (HSEEP) compliant exercises, managing a regional multi-year training and exercise plan, and coordinating various public safety training courses.

Tonda has also played a key role in managing special projects at the NCTCOG, such as the 2017 Regional Response Summit and the 2016 Regional Emergency Operations Center (EOC) Assessment, along with grant writing and management related to Homeland Security initiatives.

With a background as a United States Air Force emergency management specialist, Tonda has operated in various capacities within Emergency Operations Centers (EOCs), handling Emergency Support Function (ESF) 5, emergency management, and serving as an assistance EOC manager for both real-world scenarios and training exercises.

She brings a wealth of knowledge as a Chemical, Biological, Radiological, and Nuclear (CBRN) response team leader, as well as holding certification as a NFPA Certified Hazardous Material Technician.

Tonda's educational background includes a Master's degree in Public Administration from the University of North Texas, an Associate's degree in Crisis/Emergency/Disaster Management from the Community College of the Air Force, and a B.S. in Emergency Administration and Disaster Planning with a focus on Crisis/Emergency/Disaster Management from the University of North Texas.

Currently serving as an Emergency Preparedness Specialist at the NCTCOG, Tonda has previously held roles as an Emergency Management Specialist at the Air National Guard and the United States Air Force, showcasing a rich and diverse professional history in disaster preparedness and response.
