Sally Laing
International Trade Counsel
Sally Laing served as the Chief International Trade Counsel for the U.S. Senate Committee on Finance, primarily advising Democratic Senators, including Ranking Member Ron Wyden. In her role, she was responsible for overseeing trade issues related to the U.S. Trade Representative’s Office, U.S. Customs and Border Protection, and the Department of Commerce. Her work encompassed negotiations and implementation of free trade agreements, WTO negotiations, and various aspects of U.S. trade and customs laws.12
Before her tenure with the Senate Finance Committee, Laing held the position of Assistant General Counsel at the U.S. Trade Representative’s Office, where she was involved in significant WTO disputes against China and contributed to the United States-Mexico-Canada Agreement (USMCA) negotiations.124 She has a background in private practice focusing on antidumping and countervailing duty proceedings, as well as trade policy.1
Laing's educational credentials include both a bachelor's degree and a law degree from the University of Virginia.15 As of October 2024, she transitioned from her role at the Senate Finance Committee, with Virginia Lenahan succeeding her.23
