Senior Information Technology Manager - Portland Online Permit System

Managed team of ten technology project managers leading large, complex and diverse technology projects ranging from application development, public safety, radio tower construction, technology moves, third-party software implementation, process improvements and infrastructure upgrades. Implemented project portfolio management maturity initiatives to improve organizational effectiveness and meet strategic business needs.

PMO Division Manager (I)

Immediate former elected volunteer responsible for overall oversight of the chapter and the board in accordance with chapter policies and bylaws.

ROLES AND RESPONSIBILITIES:

Maintain continuity in the chapter to help to ensure smooth board transitions
Assist the Board of Directors with strategic policies

PMI Portland Chapter

Past President

Elected volunteer responsible for overall oversight of the chapter and the board. The president shall direct the activities of the other board members in accordance with the chapter bylaws.
 
ROLES AND RESPONSIBILITIES:
Direct the chapter’s strategic goals
Strive to achieve the chapter vision, mission and objectives as detailed by the chapter board and PMI and chapter strategic plan
Direct the activities of other officers toward chapter goals and objectives
Assure that the chapter board works together as a team
Represent the chapter at public events
Ensure strategic alliance, planning and annual reporting
Ultimately accountable for all board operations and chapter activities
Act as a liaison between the chapter and PMI
Ensure that the charter renewal is updated and in compliance as specified by PMI
Preside over the board of directors meetings and the annual general membership meeting
Ensure that all chapter business is being done legally and ethically
Assume responsibility for the overall functioning of the chapter
Legally represent the organization (this role can be co-dependent with the finance officer)
Ensure statutory and regulatory compliance in consultation with the vice president of finance
With the board, ensure prudent disbursement of chapter funds
Drive implementation of revision and amendments of PMI policies and guidelines to chapter processes
Manage periodic policy audits
Promote leadership development opportunities for board development.
Develop and implement a succession and transition plan

Successor to the president; elected volunteer who will assist the president with his or her duties of managing the chapter and assume the role of the chapter president if the president is unable to perform duties for any reason.

As a Vertical Applications Manager:

Manage, coordinate and participate in development and maintenance of specialized applications to meet unique needs of various Bureaus which includes Fire & Rescue, City Attorney’s Office, Portland Housing Bureau, Parks & Recreation, Bureau of Transportation, Bureau of Environmental Services, Bureau of Development Services, OMF-Revenue and OMF-Bureau of Internal Business Services. 

Teams in different bureaus that are responsible for supporting Portland Water Billing System - Cayenta, Transportation Asset Management System -Maximo, Fire Information System - FIS, Parks Registration System - ActiveNet, Permit System - Amanda, Risk Management System - CSStars and many other applications through out various bureaus.

Work with bureau managers to determine their application needs and priorities and work with other BTS managers to ensure delivery of services to bureaus consistent with BTS Service Level Agreements.

Work with bureaus to identify, define and gather customer business requirements when new technology solutions are required and recommend specific hardware and software configurations based on their technology needs and assign project staff as needed.

Direct applications staff in the development, modification and implementation of applications by providing them with resources outlining methods and tools.

Exercise sound, expert independent judgment within general policy guidelines. Handle sensitive, complex and confidential issues and situations with great diplomacy and tact.

Establish and maintain effective working relationships with all levels of management, consultants, vendors, employees and others encountered in the course of work.

Senior Information Systems Manager - Vertical Applications Manager

Sr. IS Manager - Interim Vertical Applications Manager

Work with the Bureau of Technology Services customers to identify business requirements in order to develop strategies and Bureau Specific Service Level Agreements aligned with their business needs. 
The responsibilities include:

Understand customers' business and key challenges; 
Identify, define and gather customer business requirements when new technology solutions are required; 
On behalf of the customer, represent and communicate the customer business requirements via the internal project request process; 
Collaboratively develop technology work plans in coordination with the annual budget process; 
Provide transparent and two-way communication and information sharing between BTS and its customers; and 
Develop meaningful Bureau Specific Service Level Agreements.

Technology Business Consultant - IS Manager

Responsible for  actively participating in all board functions which include forming of strategic initiatives, overseeing the execution of those initiatives, attending board and committee meetings and in general, conducting PMI Portland business in a professional manner.  This position is critical for sustaining the chapter membership.
Specifies duties include:
•	Work with Marketing and Outreach to develop and maintain a chapter membership plan that assures continued growth through proactive recruiting and partnering with major area employers.
•	Promote the value of PMI and chapter membership.
•	Develop and implement a plan to recognize member milestones (such as anniversaries or awards).
•	Develop and implement a member retention program.
•	Develop and implement membership welcome and support plan.
•	Coordinate the production and distribution of timely membership reports, such as monthly membership reports by demographics (city, state, age, industry, etc).
•	Develop and administer membership satisfaction survey/exit survey.
•	Ensure that members are aware of available services.
•	Support and attend annual general meeting.
•	Develop and implement succession and transition plans for VP and director positions within the Membership Portfolio.
•	Seek to promote and mentor chapter members that desire to volunteer as a way to develop/strengthen their project management skills while still providing the best professional development opportunity to the members at large.
•	Provide supervision to ensure development/improvements to procedures and process documentation for individual programs, events, and overall Membership activities.

Director of Volunteering

- IT Construction Project for Water Bureau ($45 million project); Water Bureau is building 3 new buildings. As a IT Project Manager my role is to work with various BTS teams to provide the IT infrastructure for those buildings. This also involves moving the Water Emergency Communication Centre as well as Water Security group to a new location.

- Windows 7 Migration from Windows XP.

-Managed the PCI DSS compliance project for Bureau of Transportation and for Parks & Recreation. The project involved understanding the PCI DSS requirements; work with BTS Networking, Information Security, Communication, Infrastructure and Server teams to create a roadmap and implement those. 

-Effectively used the PMO Project Lifecycle tools for Project Management by creating Project Charter, Project Plan, Communications Plan, Cost Management Plan, WBS, Risk Management Plan, Lessons learned etc.

-Successfully completed the re-architecture of 5 parking garages by hiring an external vendor and working with various teams within BTS and Parking garage vendor for PCI Compliance.

-Communicated the technical information to various groups and committees like Request Intake Board, Project Oversight committee and stakeholders.

-Established and maintained effective working relationships within various teams in BTS. 
 
-Successfully managed and completed the Cayenta – Auto Pay project by adding Auto Pay functionality to the Water Bureau’s internet water billing system.

IT Project Manager - PISA

- Technical Lead on Budget Application for Office of Transportation integrated with Maximo5.2 build using Java Language and SQL Server as backend Database server.

Application Analyst

- Windows and Web application  for Class Action and mass litigation case management services for using C# & SQL Server 2000 on .NET technology.
- Developed Disaster Recovery Plans for critical IT Applications. Working with the Business Continuity Management team and key IT Application support staff, Disaster Recovery plans for several critical IT applications.  It included developing plans within the LDRPS (Living Disaster Recovery Planning System), process mapping and table-top recovery walk-through sessions.
- A computer tool, KareX, based around portable bar coding technology was developed, which provided the hospital and their patients with the reassurance that medication errors are virtually impossible.  Seamless integration with the existing computerized record system resulted in increased productivity and optimized patient care.

DIGITALSPEC, LLC.

- Technical Lead on HR Digitization process.Quality Procedures were followed using the Six Sigma methodologies.
- Led and managed requirements to define functional and technical requirements for implementing the E-Forms for GEFA’s – FA project.
- Learning Services Measurement Tool, a web based application tool was developed for the leadership team of Card Services U.S. to store and track down the details of courses floating in the Organization.

Assistant Manager Software Development

-Module leader  for IserviceX.com an ecommerce website was developed for the client providing world-class solutions, helping them implement strategic change initiatives.
- Successfully developed a software tool – SZ Tester, to test electronic chips and electrical instruments for a German client SZ Systems. The tool helped the client to check the outputs and validity of electronic goods. The tools was developed using the C as a development language and X-Motif for GUI development. 
- A proof of concept was developed for a B2B portal with high end transaction processing involving huge data. This involved the MVC architecture.
