Ruud holds a Master's degree in Taxation from Leiden University, and further advanced his knowledge by obtaining a Ph.D. in Taxation from Erasmus Universiteit Rotterdam. His academic prowess is matched by his practical experience; between 1990 and 1997, he served as a lecturer specializing in corporate income tax, international taxation, and EU law at Erasmus University Rotterdam.
