Robert Toomey is a senior attorney and advisor with a wealth of experience in the financial services industry. He currently heads up the Capital Markets Group at SIFMA, where he focuses on rates, prime brokerage, primary markets, securitization, derivatives, listed options, equities, and the Volcker Rule. With extensive experience from both the official (central bank, securities regulator) and private sector (trade association, law firm), Toomey is adept at developing solutions to business problems, systemic issues, and advocacy. He brings a deep understanding of the global capital markets, having supported the Fed's market activities in New York, and he is skilled at assessing global financial system issues and providing credible alternative solutions to regulatory proposals and business problems.

As head of the capital markets practice at SIFMA and leader of the industry advocacy efforts on the Volcker Rule, Toomey helps voice the positions of SIFMA's members to senior policy makers and in the press, driving consensus around solutions to collective problems. Using his broad experience from the official sector, he crafts solutions that meet the needs of both the official sector and SIFMA members. His groups at SIFMA develop solutions that allow for a more efficient approach to capital markets regulation and a more certain business environment through the development of best practices, emergency protocols, standard market legal agreements, and alternative legislative/regulatory approaches.

Toomey has published "Legal Issues Incident to Holding Central Bank Assets Abroad," in Current Developments in Monetary and Financial Law, published by the International Monetary Fund. He studied English at Haverford College and obtained his JD from Fordham University School of Law. Before joining SIFMA, Toomey worked at the Federal Reserve Bank of New York as Counsel, the US Securities and Exchange Commission as Special Counsel, and Reid & Priest as an Associate.
