Rick Eaton is a seasoned professional with over 35 years of experience, boasting a remarkable 20 years in program management. His extensive career includes nearly three decades in various managerial roles within law enforcement agencies such as the Department of Homeland Security (DHS) Immigration and Customs Enforcement (ICE) and its forerunner, the Immigration and Naturalization Service (INS). Eaton's expertise spans multiple program areas such as Land Border, Maritime, and Air Enforcement, Investigations, Examinations, Inspections, HR, Budget, and IT programs.
In August 2007, Rick Eaton took on the role of Homeland Security Advisor and Director of Nevada Homeland Security under the appointment of Nevada's Governor. During his tenure, he acquired valuable executive experience at the state Cabinet level, overseeing crucial state homeland security initiatives encompassing intelligence, critical infrastructure protection, interoperability, and terrorism prevention, deterrence, and detection. He demonstrated proficiency in implementing DHS Intelligence Support Elements and strategies, including programs for mitigation, response, and recovery, staying abreast of federal, state, and local civil defense statutes. Eaton spearheaded the establishment of the Nevada Threat Analysis Center (NTAC), a pivotal state fusion center.
Furthermore, Rick Eaton served on the Executive Board of the National Governors Association's Homeland Security Advisors Council, engaging with top government officials, including the Secretary of DHS, Senate and Congressional members, and other key stakeholders in the Homeland Security sphere. Prior to his current consulting role, he operated as the Department of Homeland Security's Mission Advocate for the Homeland Security Information Network (HSIN), representing states like Nevada, Utah, Colorado, Wyoming, Idaho, Montana, Alaska, and Hawaii. Eaton played a vital role in the development of the HSIN Release 3 Information System and a nationwide ISE platform through his involvement in the DHS Advisory Council.
