Dr. Richard Garcia is a seasoned and accomplished human resources management consultant with over 15 years of progressive experience in personnel management and city management. He holds a Doctorate and Master’s degrees in Public Administration from the University of Southern California, a Master's degree in Urban Studies from Occidental College, and a Bachelor's degree from California State University Long Beach. Dr. Garcia has worked with corporations, municipalities, utilities, and special districts providing management consulting, executive search, and workforce diversity workshops and retreats for executives, managers, and elected officials.
As the President of RJA Management Services located in Arcadia, California, Dr. Garcia has facilitated numerous strategic planning sessions, team building exercises, and workforce diversity workshops for municipalities. These have resulted in successful hires of executive personnel including city manager, chief administrative officer, executive director, police chief, public works director, and finance director for municipalities among others.
Dr. Garcia is an adjunct professor at the University of Southern California, where he teaches graduate courses in Human Resources Management. He is a member of prestigious professional organizations such as the International Personnel Management Association, International City Managers Association, Five Acres Human Resources Committee, and the American Society for Public Administration. Dr. Garcia is an accomplished management consultant with expertise in organizational development, strategic planning, conflict resolution, organizational assessments, and performance evaluations.
