He excels in integrating military, government, and commercial partners to achieve common goals.

Ray completed his MS in Transportation Management from the Naval Postgraduate School and earned a BS in Marine Transportation from the Massachusetts Maritime Academy.

He attended Costa Mesa High School for his earlier education.

His professional experience includes roles such as Marine Transportation Specialist at the Military Sealift Command and Chief Staff Officer for Military Sealift Command Europe and Africa.

Ray has also served in various capacities at the U.S. Naval War College and held positions like Operations Officer and Director at the Military Sealift Command in different regions.

Furthermore, he has experience as the Executive Officer at the Military Sealift Command Office in Korea and as a Maritime Prepositioned Forces Officer in the US Navy.

Prior to these roles, Ray Franklin was involved in transition and transportation-specific training from Navy to Civilian and served as a 1st LT on the USS PELELIU.
