Paul Spencer

Paul Spencer has over 20 years of law enforcement experience, all of which were spent in a supervisory role. He is currently serving as the Chief of the Addison Police Department in Texas. Spencer is known for his dedication to developing strong relationships between law enforcement agencies and communities. He has expertise in budget management, workforce management, policy and procedure development, training and development. He is acknowledged for his research and problem resolution skills, the ability to manage complex projects, meet deadlines, and contain costs while maintaining a superior service. Spencer is a persuasive communicator, with a record of developing productive relationships with citizens, colleagues, and management at all levels. He has experience working with city management officials to provide advice and project management and representing the department with federal, state, and local agencies. Spencer has a Master of Public Administration with a minor in Emergency Management and a Bachelor of Science in Business and HR.
