Provided direct technical assistance to the field and managed a team of US-based technical and backstopping staff. Advised the USAID-funded TCEP project on the start-up and implementation of its Local Economic Development (LED) and tourism components in Turkmenistan. Conducted comprehensive research, analysis, and authored report outlining strategic framework, methodology and brand for CHF’s worldwide work in Local Economic Development. Report included in-depth analysis of CHF’s portfolio of projects, evaluated against international best practice, the work of competing firms, and future financing opportunities. 30 consulting days.

Responsible for management, strategy, and ensuring the overall success of CHF’s operations in Georgia. Mr. Sommerville provided oversight and strategic guidance to all aspects of the USAID-funded, $20 million Georgia Employment and Infrastructure Initiative (GEII), working in 300 communities throughout the country to undertake focused and creative rural socio-economic initiatives. Managing a team of six expatriates and over 100 national staff in nine field offices, Mr. Sommerville authored the original proposal, developed strategy, and trained program staff in a variety of methodologies. As the primary spokesperson for this high-profile program, Mr. Sommerville dedicated special efforts to partnerships, quickly establishing productive relationships with communities, government, media, banks, and businesses. Under Mr. Sommerville’s leadership, the program attracted over $1 million in co-financing.

Chief of Party - Georgia

Responsible for representing CHF to donors, partners and other stakeholders, overseeing the effective implementation of all ongoing programming, providing guidance, and ensuring the efficient management of staff and program resources.  Mr. Sommerville led over fifty staff to implement the USG / Jordanian government-funded, $3 million Rural Community Cluster Development Program (RCCDP), a cluster-based community investment program. This included a broad-based business training and technical assistance program, enhancing both industrial and business management capacities of local firms. Other technical work included leadership of an in-depth value chain analysis of Jordan’s construction sector, M&E of community-based programs, design of a tourism support project for Amman’s historic district, and a rapid needs assessment of five communities in Aqaba. Mr. Sommerville served on the board of the CHF-owned, $5 million Middle East Micro-Credit Company (MEMCO), providing TA and monitoring performance, working closely with senior staff on loan product development, marketing and management.

Country Director - Jordan

Joining this fast-track management program in the Spring of 2003, Mr. Sommerville first gained in-depth training and exposure to home office operations, management and financial systems. Working out of CHF-Azerbaijan throughout the second-half of 2003, led a variety of exciting small business development initiatives, including value chain market research, training of staff, and authoring of project strategy. Mr. Sommerville completed an assessment of economic development opportunities in Southern Sudan, focusing on agricultural development in the fertile Western Equatoria region. In December 2003, Mr. Sommerville worked in Afghanistan to conduct a field assessment for community enterprise development and made recommendations based on findings. Mr. Sommerville’s business development activities during this period led to multiple-million USD awards from both USAID and the World Bank.

Worked with the primary oversight arm of UNDP, Operations Support Group. Developed, maintained and trained users of the interactive online information database of the Program Working Group (PWG).  Wrote summary opinions of PWG’s conclusions on strategic documents worked to create country oversight profiles, designed to assist UNDP administrators worldwide in accessing information about specific UN member countries.

Launching CHF International’s operations in Mongolia, conducted a market assessment, identified a client base, and gauged needs for credit and employment matching services. These design activities led to a program highly successful in aligning the capabilities of local service provider firms with the upstream supply chain and human resource needs of multi-national firms active in Mongolia.

Management of IPA’s full portfolio of USAID-funded technical assistance contracts. Provided supervision and direction to headquarters and overseas offices, represented IPA at conferences and events, project contract and budgetary oversight, and preparation and review of reporting documents. Duties performed at this Minneapolis school for new American immigrants and refugees included classroom instruction, curriculum development, and guidance counseling.  Successfully designed a school-wide English Grammar curriculum for beginning students of English as a second language. Worked to formulate a school-wide strategic plan for acculturation of students new to the United States.

Taught and developed course programs in United States Study, Literature, and Training Methodology at a pedagogical university in the capital of Ulaanbaatar. Launched an initiative to create a curriculum standardization committee. Organized and facilitated several teacher-training seminars throughout Mongolia. Participated in the coordination and facilitation of an eleven-week intensive technical, cross-cultural, and language-training programme for new Peace Corps volunteers.  Launched the Peace Corps Mongolia Children in Especially Difficult Circumstances Initiative. Served as Field Coordinator for the “Trickle-Up” community micro grant program in Mongolia. Worked with World Vision-Mongolia to establish their first homeless children's center.
