Executive Director, Navigation Safety & Environmental programs  at Transport Canada

Accountable for regulations, policies, standards and programs related to marine environmental protection, environmental response systems for marine spills of oil and other hazardous noxious substances, marine air emission, reduction of the environmental impact of marine pollution  incidents,  navigation safety,  ship radio communications, port state control and inspection, cargoes solid and in bulk,  national vessel registration and marine insurance certification for the promotion of the safety of marine industry and general public. The Executive Director acts as the Head of Canadian delegation for various committees and sub-committees of IMO and others. The Executive Director is also responsible for the provision of functional direction and technical advice to HQ/Regional senior management and staff for these areas of responsibilities

Executive Director, Navigation Safety & Environenmental programs

Accountable for the regulations, standards, policies, training and supporting framework for the Marine Personnel Competency Certification Program and the National Marine Medicine Program for seafarers including Medical Certification.
Acountable for the regulations, standards, policies, training for the National Pleasure Craft Operator Competency Program, the Marine Occupational Health and Safety (MOHS) to protect the health and safety of employees on board vessels under Part II of the Canada Labour Code and to fulfil its commitments under the Maritime Labour Convention (MLC) 2006. 
The Executive Director is also responsible to foster and promote Marine Safety in Canada and efficient national marine pilotage system within Canadian waters.
The Executive Director establishes and exercises quality management systems for all programs activities in the areas for which this position is responsible and is accountable to the International Maritime Organisation (IMO) and the International Labour Organisation (ILO).

Executive Director, Marine Personnel Standards, Pilotage and Medicine

Planning, developing and managing national marine safety programs to effectively implement the regulatory framework and develop an effective oversight regime for all national marine safety programs for Canadian vessels, trading domestically and internationally.
Lead multi-disciplinary project/working teams on the design, development and implementation of policies and regulations recommendations, strategies, standards, program evaluation, program performance measurement and assessment, compliance, monitoring and enforcement plans, procedures, systems, instructions, methods and tools to provide effective support to marine safety inspections, compliance and enforcement activities.
Managing the work related to the Paris MoU and Tokyo MoU on Port State Control Memorandum of Understanding.

Manager, Ship inspections

Planning, developing and managing national marine safety programs to effectively implement the regulatory framework and develop an effective oversight regime for all national marine safety programs for Canadian vessels and seafarers.
Lead multi-disciplinary project/working teams on the design, development and implementation of policies and regulations recommendations, strategies, program evaluation, program performance measurement and assessment, monitoring and enforcement, procedures, instructions to provide effective support to marine safety inspections, compliance and enforcement activities.
Plan, organize and manage the development and implementation of framework and infrastructure 
Provide functional direction, expertise, interpretation and advice to HQ and Regional staff related to the regulatory framework, policies, programs, standards and work instructions, oversight operations and activities carried out by regional inspectors.
Provide direction, technical expertise and strategic advice to managers (HQ and Regions), officials of other departments, other governments departments, marine industry and stakeholders on marine safety issues.
Manage the development, implementation, evaluation and management of quality assurance program, oversight and analyze legal investigations, monitor and evaluate marine safety practices into marine industry and public sectors with authority to carry out audits if necessary; develop standards for and integrated marine safety system (SMS) oversight and develop and implement risk based inspection regime that will provide a framework for targeting high-risk clients.
Represent the Government of Canada and TC on a large variety of national and international working groups/committees. Manage the financial, human and materiel resources assigned to the Division.

Manager, Nautical Certification

Policy development and implementation of dangerous goods related issues.
Policy development and implementation of issues related to solid and liquid bulk cargoes.
Liaising with industry, government agencies and foreign governments for the development of programs procedures and practices for the carriage and handling of dangerous goods, solid and liquid bulk cargoes.
Providing technical and functional direction to field surveyors to inspect multimodal dangerous goods consignment, pursuant to the International Maritime Organization (IMO) Safety of Life at Sea Convention (SOLAS), the Canada Shipping Act (CSA) and the Transportation of Dangerous Goods Act (TDGA) respectively.
Analyzing and providing professional opinion to the Transportation Safety Board on matters relating to hazardous, bulk and liquid cargoes.
Significant experience in the development of policy and amendments to regulations.
Experience in consulting on Memoranda to cabinet and Regulatory Impact Analysis
Extensive experience in consulting and working with various levels of government, industry, and special interest groups on a national and international basis.
