    Louise Downe is the head of design for the UK government and the programme director of service design and standards at the Government Digital Service (GDS). In her role, she provides leadership for design in the UK government, overseeing a community of over 3,000 designers, user researchers, and content designers across various government initiatives.

    During her tenure at GDS, Louise Downe has achieved significant milestones, including founding and directing a £5M program focused on service transformation throughout the government. She has been instrumental in initiatives such as the Performance Platform, Service Manual & Toolkit, design patterns, GOV.UK Frontend, accessibility and inclusion efforts, as well as cross-government service design and policy and delivery training.

    Louise Downe's contributions extend beyond operational matters; she has also played a critical role in growing a community of over 3,000 designers, user researchers, and content designers within the government.     With a background that includes studying Fine Art at Goldsmiths College, University of London, pursuing a Master's Degree in Economics at Birkbeck, University of London, and studying Linguistics at UCL, Louise Downe brings a diverse skill set and perspective to her role.

    Her professional journey includes roles such as Head of Design, Head of Service Design, Senior Service Designer at Engine Service Design, Senior Strategist at Seren Partners Ltd, and positions at Tate as a Producer, Chief Writer, and Editorial Consultant.

    Louise Downe has also authored the UK government's strategy for service design as part of the broader Transformation Strategy and established an international forum for government designers and design leaders to exchange knowledge and set global design standards.
