Liang Chen is the President and Founder of Stellar Services, a company he established over 30 years ago in 1993. Under his leadership, Stellar Services has evolved into a prominent Information Technology services firm that caters to a diverse clientele, including federal, state, and local government entities, as well as commercial and non-profit organizations across the United States.1
Background and Education
Liang Chen graduated from Shanghai Jiaotong University and holds a Master's degree in Operations Research from Western Michigan University. Prior to founding Stellar Services, he gained valuable experience at Louis Berger International, Inc., and Raytheon Engineering and Constructors, where he honed his skills in project control and management systems.1
Professional Achievements
As President, Liang has been pivotal in developing a range of services such as IT Infrastructure Support, Program Management, Enterprise Content Management, and Systems Integration. He is known for his expertise in system master planning and project management for both public and private sectors. Under his guidance, Stellar Services has expanded to over 100 employees and has received accolades such as the IEEE Corporate Innovation Award in 2009. One of his notable contributions is the development of OneView™, a dashboard solution designed to enhance project and business intelligence for large organizations.12

Personal Interests
Outside of his professional endeavors, Liang enjoys spending time with his two young sons and engaging in card games.1
In addition to his role at Stellar Services, he has also served as the Chairman/President of the Board for the Chiao Tung University Alumni Association in America from June 2010 to January 2022.3
