Kayla Kingdon-Bebb

Kayla Kingdon-Bebb is an experienced public policy leader, currently heading the Policy Unit at the Department of Conservation / Te Papa Atawhai. With expertise in Treaty law, she focuses on the interplay between indigenous and colonial legal frameworks in natural resource management. Kayla's educational background includes a PhD and MPhil in Land Economy from the University of Cambridge, along with Bachelor's degrees from Queen's University. Her vast professional experience spans various roles in prestigious organizations, such as being a Director of Policy at DOC and serving on the Technical Working Group on the UN Declaration on the Rights of Indigenous People. Kayla has also been involved in significant roles at the New Zealand Parliament, Ministry for the Environment, as well as academic and consultancy positions.
