Julie Palakovich Carr

Julie Palakovich Carr is a rising political figure, currently in her first term as a state Delegate for District 17 in the Maryland General Assembly. Prior to this role, she made a significant impact as a City Councilmember in Rockville, Maryland, where she served for five years and became the youngest woman ever elected to the Rockville City Council.

Julie is also known for her entrepreneurial spirit, co-founding Victory Guide, a political tech start-up aimed at supporting progressive candidates in running for and winning political office. Her passion for leveraging technology for political advancement is a testament to her innovative approach in the political arena.

Before entering elected office, Julie's professional journey led her to serve as a public policy manager at the American Institute of Biological Sciences, a prominent scientific society. In this role, she actively advocated for the utilization of scientific information in policy-making processes, advocating for the biological sciences community's interests at the highest levels of decision-making.

Julie's commitment to public service and policy influence materialized early in her career when she worked as a Sea Grant Knauss Fellow for U.S. Senator Maria Cantwell. With a strong educational background, Julie Carr holds a Master of Science degree from the University of Minnesota and a Bachelor of Arts degree from Boston University, underscoring her commitment to academic excellence and intellectual growth.
