Joseph Shepherd Miller, Esq., is a dynamic senior-level public policy, program management, and communications executive with extensive leadership experience in the private and nonprofit sectors.
He is an award-winning public speaker and published author known for his expertise in technology public policy, marketing, operations, communications, and media management.
Joseph founded The Washington Center for Technology Policy Inclusion (WashingTECH), the nation's first nonprofit organization focused on diversity and inclusion in technology public policymaking.
He held roles such as Deputy Director and Senior Policy Director at the Joint Center for Political and Economic Studies and as a Fellow at the Multicultural Media, Telecom & Internet Council, advocating for underrepresented communities in technology access.
Joseph also serves as a Commissioner for the Virginia Minority Business Commission, bringing his advocacy skills to support minority businesses.
With a background in broadcast advertising sales and programming, including at New York's Hot 97 and WQXR-FM, Joseph Shepherd Miller brings a unique perspective to his advocacy work.

In his education, Joseph studied Juris Doctor at New York Law School, B.Sc. at State University of New York College at Plattsburgh, and received a Certificate from Boston University.
An alumnus of Fiorello H. LaGuardia High School, Joseph's advocacy career is complemented by his experience in the performing arts.
Born in Columbus, Ohio, and raised in Manhattan, he currently resides in Northern Virginia with his wife and daughters, where he advocates for underrepresented students in Fairfax County's public schools.
