His expertise encompasses strategic and operational planning, project development, implementation, monitoring and evaluation, performance management systems, and program assessments.

Lombardo excels in managing decentralized organizations, overseeing major operational functions, and has experience in diverse development sectors such as civil society, rural and agricultural development, infrastructure projects, housing, health, education, and public finance.

With a broad international exposure, he has worked in over 30 countries across Asia, Europe, Africa, and Latin America. He is fluent in Spanish and has a strong background in democratic governance, crisis operations, public-private partnerships, and post-conflict relief and reconstruction.
