Joe Aguilar is the Chief Investment Officer for Illinois State Treasurer Michael W. Frerichs. He directs seven investment portfolios across public and private market investments, overseeing a combined $60 billion investment portfolio.1 His responsibilities include:
- Managing the Illinois Growth and Innovation Fund, a $1B impact investment fund
- Overseeing two 529 College Saving Plans
- Directing the State's Achieving a Better Life Experience program

Aguilar leads all aspects of investment implementation, including developing processes and procedures, the Office's sustainable investment strategy, and selecting investment products and managers.1 He holds a B.S. in Finance and Business & Commerce from Aurora University and an M.S. in Finance from the University of Miami's Herbert Business School.1 Additionally, he serves as a Board Member and Chair of the Investment Committee for the Field Foundation of Illinois and is an Adjunct Professor at Aurora University.1
