Implementation achieved direct top line revenue and bottom line efficiency improvements – 3 year 25% growth in enrolled members, 20% drop in call time, 25% drop in cost per call, direct savings exceeding $5M per year. Managed 40 member staff and vendor team with budget of $6M.

Achieved award-winning success: profiled in Siebel’s Annual Report for Healthcare Insurance. Became Siebel, then Oracle’s Customer Reference.   Awarded NYC Technology Managers Forum First Place Award for Customer Relationship Management best practices and enterprise integration. 

Chaired Siebel Technical Committee and Lead Siebel Stakeholders Committee to coordinate with senior Business Unit and IT Directors, CTO, and the IT PMO on executive-level policy and direction.

Civilian Federal DoD Employee: Systems development program management including budgeting, scheduling, personnel management, status briefing, marketing, budget negotiation, supplier selection and management, user coordination, conformance to corporate technical architecture, process definition and enforcement, security assessment, deployment / maintenance logistics, training, and project risk management.

Managed multiple DoD Contractors and interfaced with agencies collaborating on state-of-the-art mission critical warfare systems.

Conceived, marketed, designed, and implemented the Advanced Monitoring Display System (AMDS), geographical display and analysis system for planning and conduct of ground based sensor missions.  Technologies included: Geographical Information Systems (GIS), digital mapping formats, radar, acoustic, infrared and magnetic sensors, image processing, radio line-of-sight determination. 

Systems included: night-vision, unmanned aerial vehicle and ground based mine detection, countermine systems, target tracking and recognition systems, ground based radar, and seismic, acoustic, and infrared target detection systems.  Included: a mobile robotics depot security system performing intrusion detection, environment sensing, and automated high-value/sensitive product inventory via radio frequency ID tag system; Advanced infrared detection with neural network based target recognition and classification system for HMMWV Deployed Scout Units.
