Staff lead for Navy Operation and Maintenance funding and readiness issues, Transportation Command, and defense environmental and energy oversight activities to.  Provided expert analysis and policy advice for total oversight of approximately $70 billion.  Authored and negotiated defense legislation for inclusion in the National Defense Authorization Act.  Prepared and staffed numerous Readiness Subcommittee hearings and routinely engaged Members of Congress assigned to the Committee.

Office of the Assistant Secretary of the Army (Acquisition, Logistics, and Technology).  Established a new organization that integrated and coordinated activities across 25 different organizations.  Supported Congressional testimony, engagements, and facilitated more than 400 Congressional reporting and correspondence requirements.  Led the appeals process for more than $1.9 billion of cuts to respective accounts by the Congressional defense committees.

Office of Senator Jim Webb (VA).  Selected as the Army's only civilian fellow.  Supported the Senator in his responsibilities on the Senate Armed Services Committee to include preparing for hearings, authoring legislation, meeting with Virginia constituent companies, and leading the defense appropriations request process.  Lead for evaluating, prioritizing, and submitting $200 million of earmark requests to the Senate Armed Services Committee and Senate Appropriations Committee for consideration.

Lead bilateral policy advisor and liaison between the U.K. Ministry of Defence and U.S. Army in London.  Developed and maintained relationships across the equipment capability organizations to promote opportunities for cooperative research, development and acquisition activities and new international agreements.  Provided expert analysis, development and coordination of strategic bilateral issues and opportunities for innovative collaboration.

Forged and maintained bilateral and multi-lateral relationships with allies to advance cooperative research and development priorities.  Formulated and executed AF international armaments cooperation policy and programs with the U.K.  Developed, coordinated, negotiated and obtained final approval for international cooperative agreements, and led international agreements negotiation teams.  Served as deputy negotiator to OSD on a $3.5 billion NATO program to develop an alliance ground surveillance capability composed of air and ground assets.

Country Desk Officer

JIL Information Systems supporting Deputy Assistant Secretary of the Army for Defense Exports and Cooperation.  Served as principal Headquarters U.S. Army advisor for all matters concerning international cooperative research and development programs with France, Germany, Italy, Sweden, Finland, Norway, and Denmark and worked with respective Ministries of Defense for assigned countries to identify enterprise-spanning interoperability solutions.  Assisted with Army budget planning and allocation of funding for international cooperative programs, including NATO Research Development (Nunn) projections and forecasting.
