Houle Cao is a financial inclusion expert with a focus on utilizing data and research to shape development policies in the financial sector for the benefit of various stakeholders.
Before joining the United Nations Capital Development Fund (UNCDF) as a Data Specialist, Houle accumulated 8 years of valuable experience at the State Taxation Administration (STA) of China.
During his time at the STA, Houle excelled in roles such as a competent authority, where he played a crucial part in eliminating double taxation for international taxpayers by engaging in negotiations with foreign tax authorities using tax and economic data and research.
Houle also represented China at international meetings addressing anti-tax-avoidance issues, collaborating with prestigious organizations such as the Organisation for Economic Co-operation and Development (OECD) and the United Nations Economic and Social Council (ECOSOC).
His educational background includes a Master's degree in Economics and Taxation from Keio University, a Master's degree in Statistics from 中国人民大学, and a Bachelor's degree in Statistics and Actuary also from 中国人民大学.
Houle Cao started his academic journey at Tianjin Yaohua High School before pursuing higher education.
In addition to his current role at UNCDF, Houle's professional experience includes working as a Deputy Director at the State Taxation Administration of China and serving as an Actuarial Intern at Zurich Insurance Brokers (Beijing) Ltd.
