Hillary Hartley
CEO, former bureaucrat, dedicated to helping government deliver
Hillary Hartley is the Chief Executive Officer at U.S. Digital Response (USDR), a non-profit, non-partisan organization that helps governments respond quickly to critical public needs.68 She assumed the role in April 2023.138 In February 2024, Hartley made the decision to step down from her position as CEO of USDR, with her last day being February 14th.7
Hartley is an American technologist and government official with experience in local, federal, and Canadian provincial governments.2 Before joining USDR, she served as Chief Digital and Data Officer and Deputy Minister for the Ontario Public Service for six years, where she helped create the Ontario Digital Service.3456 Prior to that, she was the Deputy Executive Director and co-founder of 18F, a digital services agency within the U.S. General Services Administration (GSA).2356 She initially joined the federal government as a White House Presidential Innovation Fellow.36
Hartley has over 25 years of experience working with all levels of government in both the private and public sectors.6 She has also been involved in community-based events, such as eDemocracyCamp, TransparencyCamp, Gov2.0Camp, and CityCamp, and co-founded Equality Camp following the passage of Prop 8 in California.2
