    Hernando Otero is an accomplished international arbitration and mediation attorney with extensive experience as an arbitrator, mediator, and counsel of record. He serves as an adjunct professor of arbitration and mediation at the Washington College of Law (WCL) and is a Fellow with the WCL Center on International Commercial Arbitration in Washington D.C. Hernando is a CEDR Mediator for Investor-State Disputes and serves as a mediator at the District of Columbia's Superior Court and Court of Appeals. His expertise in Alternative Dispute Resolution has been recognized by organizations like USAID (Turkmenistan), CIDA (Organization of American States), and the European Union (Colombia).

    Hernando has a rich history of serving as an arbitrator, having worked with prestigious institutions such as the World Bank's International Center for Settlement of Investment Disputes (ICSID) and being appointed as an arbitrator by the International Chamber of Commerce’s (ICC) Court of Arbitration. He is listed on the London Court of International Arbitration (LCIA) database of neutrals and on panels of arbitrators for organizations like the Hong Kong International Arbitration Centre (HKIAC), Shanghai International Economic and Trade Arbitration Commission (SHIAC), and Kuala Lumpur Regional Centre for Arbitration (KLRCA). Additionally, he is a member of the Bogota Chamber of Commerce Arbitration and Conciliation Center’s (CAC) closed list of international arbitrators.

    In terms of publications, Hernando Otero is the author of 'Latin American Investment Protections' (2012) and 'Recognition and Enforcement of International Commercial Arbitral Awards in Latin America' (2014). He holds licenses to practice law in the state of New York, the District of Columbia, and in Colombia. Hernando's educational background includes an LL.M. in International Law from New York University School of Law, a Bachelor of Law from Universidad de Los Andes, and completion of the Georgetown Leadership Seminar at Georgetown University's School of Foreign Service.
