Early Life and Education

Born on March 4, 1953, in Denver, Colorado, Haynes graduated from East High School in 1971. She earned a Bachelor of Arts in Political Science from Barnard College in 1975 and later obtained a Master of Arts in Public Affairs from the University of Colorado Denver in 2002. Additionally, she has completed several leadership programs, including those at Harvard Kennedy School.

Haynes began her career in public service in 1979 as an aide to former Councilman Bill Roberts.
