Garland Henderson has over 30 years of experience in Program Management with a focus on Intelligence, Surveillance and Reconnaissance (ISR) Integration and Tactics, Systems Engineering, Acquisition, Sustainment, Testing, and Financial Management of Department of Defense (DoD) programs.
His background includes over 20 years of leadership in public and private sectors within Intelligence, Surveillance and Reconnaissance (ISR); Cyberspace Operations; Information Operations (IO); Exercise Planning; Tactics, Techniques, and Procedures (TTP) development; Program Management and Financial Management.
Garland is an experienced leader in Operational Planning, Intelligence Analysis and Production, Exercise Planning, ISR Support to Space, Financial Management, Program Management, Contract Management, Computer Network Operations, Psychological Operations, and Electronic Warfare Support programs, including Special Access Programs.
He is well-versed in multiple intelligence operations disciplines such as SIGINT, GEOINT, MASINT, and CYBER, overseeing and evaluating the analysis and production of multi-source information.
Garland Henderson holds a Top Secret/SCI Clearance and is cleared to Special Access Programs, with various educational achievements including a MS in Telecommunications from Southern Methodist University, MS in Cost Analysis from Air Force Institute of Technology, MBA from Babson College, and a BS from the U.S. Air Force Academy.
He is a Program Management Professional (PMP), Certified Defense Financial Manager (CDFM), and holds APDP Level III certifications in Test and Evaluation, Program Management, and Financial Management.
Previously, Garland held key positions in organizations such as Space Operations Command, Air Force Commands, Intelligence Agencies, SAIC, and various leadership roles ranging from Deputy Director to Program Manager.
