My experience in this industry has shown that most agencies do the best with what they have, but the reality is that officers, investigators and analysts still have a plethora of disconnected systems. This presents significant challenges to their effectiveness when they have to build a patchwork workflow to coax insights needed to advance their investigation. Peregrine understands that these are officers, not data scientists and while there may be a handful of proficient investigators, it’s at best an ad-hoc process that is too burdensome to employ for the bulk of their cases. Peregrine ingests these many data sources through existing interfaces within weeks and provides highly intuitive Officer friendly interfaces (desktop and mobile) to keep officers safe, leaders informed and criminals held accountable. Driving this benefit across as many agencies as possible is what excites me about this new opportunity.

As the Director of ARJIS, I led a multi-disciplinary team of 15 technology professionals and administrative staff to develop, implement, operate and provide 24/7 support of a private law enforcement network and data center infrastructure as well as custom applications.  ARJIS is a Joint Powers Agency that is governed and funded by law enforcement agencies throughout San Diego County.  ARJIS develops integrations with Federal, State and local agencies to aggregate and augment regional law enforcement records to provide data sharing, criminal investigations and operational/tactical information systems, tools and reporting systems.  As the Director, I drove the overall technical strategy, information systems security, CJIS policy compliance, personnel development, budget development, grant pursuits and executive relationships with internal and external stakeholders and vendors.

With this new position, I will be forming and leading a new IT team within the Police Department.  This involves establishing or updating standards and protocols for technology use and service delivery within the police department to meet city, state and federal security InfoSec standards.  I am also working on constant refinement of the technology strategy followed by the careful selection of technology investments, solution design and implementation plans to set a clear intersect between current state and desired state which aligns with the technology strategy and budget constraints.  Although cost and operational efficiency are always included in solution selection and design considerations, within this environment the priority on those elements is greater than I have faced through the majority of my career in the private sector.  I enjoy the additional challenge of right-sizing the solution and designing for maximum efficiency.  Scalability is a two-way street.

After spending 12 years in traditional IT Consulting roles at Microsoft, I changed to a new role 2 years ago and joined the Americas Center of Expertise team for Modern Client solutions under the Americas CTO for Microsoft Services.  As a subject matter expert on Windows client solutions and architecture on this team, I am responsible for creating new solution offerings for broad delivery across the Americas and to engage and oversee some of those engagements where requested due to greater than normal complexities, unproven solutions or strategic opportunity.  In this role I also work with the technical community leaders, regional architects and account teams to assist in technical readiness and leadership on Windows market strategies.

Joined the Americas Windows 8 Center of Expertise team within Microsoft.  As a Subject Matter Expert on this team, I am tasked with creating innovative solution offerings to drive consulting opportunities for Microsoft and partners for Windows modern client solutions.  Along with creating the offerings, I work with our field to assist on unique or strategic opportunities and to build overall technical readiness for client solution delivery in North America.

I worked in the role of Lead Technical Architect and Engineering Team Lead while contracted with by ConocoPhillips to assist with their migration to the next generation of their common office environment.  I worked closely to guide and in some cases manage multiple work streams within the program  including Systems Management, Security, Training, Application Readiness, Image Engineering and deployment.  I managed a team of 18 Microsoft consultants and 9 customer resources during the course of the project and met regularly with project sponsors to manage scope, risk and schedule.

My role in the global office modernization project was to manage the Windows 7 image deployment solution as it  transitioned from the development environment into the staging and production environments using SCCM 2007  This also involved guiding the image design to the degree that the design impacted the deployment solution and processes.  This also involved highly detailed process design and communication to coordinate between the design engineers and architects, the quality assurance engineers in staging and the operations engineers in production.

While engaged with KBR during this time, I assited the network and security architects with the solution design, validation and deployment for a global proxy architecture using ISA Server 2006 Enterprise Edition in a highly scalable and fault tolerant architecture.  I also assisted the Systems Management and Client architecture team to transition from a media based OS deployment solution to a Zero Touch OS deployment solution using Microsoft Systems Center Configuration Manager.  I also worked with the security and network architects to design, build and validate a custom Server and Domain Isolation solution using wired 802.1x and IPsec filters to meet thier specific network operations and security requirements.

I assisted Workplace Services Architecture team the design a migration service offering (technical solution) as well as the business case and cost analysis in order help EDS sell and implement a Vista migration assessment and migration offering worldwide.  I also worked with EDS IT in order to assist them in the Vista Technology Adoption Program and to update their internal processes, tools and decisions with regard to the Windows and Office products and how they are deployed and managed for all EDS clients globlaly.

During this time I worked with the AIM Investments IT staff to migrate to Windows Server 2003 and Windows XP.  This involved a migration to Active Directory globally as well as application testing and OS deployment.  Other activities included optimizing thier existing network infrastructure and architecting a disaster recovery solution.

As a Senior Microsoft Consultant, I lead the customer through their client and server migration to Windows 2000 and Windows XP.  Application Compatibility, Domain architecture, Identify Management and Network Services were key focal areas during my engagement.

I have been a consultant with Microsoft Consulting Services working in the South Central U.S. since May of 2000.  My core skills and solutions cover network infrastructure services, Active Directory, Systems Management, OS deployment and migrations as well as network security and performance.  I have worked within the financial services, oil & gas and technology industries with customers ranging in size and complexity from 2,500 through 115,000 seats globally.

Initially I worked as the lead engineer on the personalization initiative for the Dell Intranet; however, I quickly transitioned to the lead engineer working on the Technology Adoption Program for the Windows 2000 Deployment Program for Dell globally.  I played a key role in the domain design, migration planning, pilot execution and eventual production implementation of Active Directory for Dell Computers.

Systems Engineer

Initially I worked in the Intranet web services team focusing on personalization.  However for the majority of my time with Dell, I was the lead engineer for the Active Directory design and migration from the Windows NT 4.0 environment globally.  I lead a team of engineers who designed, tested, implemented and automated the Active Directory architecture (forest, domains, sites, services, replication, migration of users and groups using clonepr and performed the actual domain migration for Dell Americas and Dell Japan (ASIA/PAC).

I was the lead engineer on the Content Management System and hosting architect for the <a href="http://GTE.NET">GTE.NET</a> website (over 1MM hits daily).  I was the backup engineer for the consumer web site hosting solution which at the peak hosted over 12 million consumer web sites.  High availability and scalability were critical in this role. The team structure required the lead engineers to own the design from the network, storage, hardware and software configuration.  This was a fantastic growth opportunity.

GTE Internetworking

Initially, my role was the redesign the content management process for the public site (<a href="http://www.gte.net">www.gte.net</a>) as well as to take full accountability for the performance, scalability and reliability using high availability and fault tolerant solutions and process design.  Later, I designed and implemented an LDAP solution to perform as the authentication and personalization store for 10 million residential and business web customers.

While at Texas Instruments, I played a lead role on two major projects.  The first was PowerPath, an internal initiative to perform a desktop transformation which involved a new network (migration from Token Ring to routed Ethernet subnets and to a standard client OS configuration).  The second project was to redesign the Multi-Master domain model to allow more business autonomy while providing centralized administration of security.
