With over 25 years of expertise in engineering cutting-edge infrastructure, Dr. Hines spearheads the offshore wind energy graduate program and is renowned for his contributions to major projects like the Wind Technology Testing Center in Charlestown, MA, the New Bedford Marine Commerce Terminal, and the Digital Twinning of the Block Island Wind Farm among others.

His commitment to advancing the offshore wind energy sector is evident through his involvement in projects such as the Partnership for Offshore Wind Energy Research (POWER-US) and Transmission Expansion Planning for U.S. Offshore Wind, showcasing his ability to blend technology and policy for systems-level design concepts.
