Emily Loper

Emily Lubin Loper is currently the Vice President of Public Policy, Transportation at the Bay Area Council.12 She previously served as the Policy Director at Bay Planning Coalition from February 2019 to December 2021.2

Loper has a strong background in public policy and transportation issues in the San Francisco Bay Area. She holds a Master of Public Administration degree from the USC Price School of Public Policy and a BA in Political Science and International Relations from UCLA.1

At the Bay Area Council, Loper leads the organization's transportation policy portfolio. She has been involved in significant regional transportation initiatives, including advocating for the successful passage of Regional Measure 3, a $4.5 billion plan to invest in transportation projects across the Bay Area.1

Prior to her current role, Loper gained experience working in federal and local legislative offices, including for Senator Dianne Feinstein on Capitol Hill and then-Supervisor David Chiu in San Francisco City Hall.1

Loper is an East Bay native and currently resides in Oakland with her husband and two young children.1
