Highlights
I love this framing. We should focus on an abundance agenda. Many of the ideas in here are good. Though I suspect a simpler fix for most of the issues highlighted here (poor pay for PCPs, competition, consolidation, etc) would be better served by reforming stark and anti kickback rules.
Regulatory capture's benefits primarily accrue to those that understand it (usually large companies, but its the expertise not the company size that matters).
