    Deputy Program Director Counterterrorism

    Ellen Raber is a prominent scientist and leader at Lawrence Livermore National Laboratory (LLNL). She currently serves as the head of LLNL's Environmental Protection Department, a position she has held since October 1, 2001.1 Prior to this role, Raber was the deputy program director for Counterterrorism within the Global Security Principal Directorate at LLNL.2

    1. Leading the development of a decontaminating gel (L-gel) effective against chemical and biological warfare agents.3
    2. Accelerating the opening of LLNL's state-of-the-art Decontamination and Waste Treatment Facility.3
    3. Contributing to counterterrorism efforts and partnering with airports and the Department of Homeland Security.4

    Raber holds an MS degree in geochemistry from the University of Massachusetts and a BS degree in geology from Lafayette College.1 She is a member of Sigma Xi and the National Association of Groundwater Scientists and Engineers.1

    In 2025, Raber was inducted into the Alameda County Women's Hall of Fame for her contributions to the environment3, recognizing her outstanding achievements and contributions to the well-being of Alameda County and its residents.
